I think I've found how to set the "Where:" field and UI Scripting isn't used.
Just before opening the Save window (with click menu item 2 of menu 1 of PDFButton), you have to tell "System Events" to write the quoted form of the posix path of the desired location to the key NSNavLastRootDirectory in the preference file "com.apple.mail.plist" ... and make sure that Mail sees this change.
I'll let you know if it works or not.
