Why is System Events Badly Crippled?

Hi All,

System Events has been largely unresponsive for months. About the only thing that seems to work is the "keystroke" command. But a simple script like

tell application "Mail" to activate
tell application "System Events" to tell process "Mail.app"
    windows--There's an open window
end tell

get only {}; same if I ask for menu bars.

Using a PowerBook G4, Mac OS X 10.4.11. I have had to reinstall the system in the past: Have I omitted a component?
