Richard,
I was pointed to the web site Altitude Junkies who are trekking
coordinators for anyone wanting to mountain climb in the
Himalyayas.Their site mentions the use (by their personnel) of 2-way
radios.
I enquired and received this (below) reply.
Do we know anyone in Nepal that might be able to assist with such a
radio permit?

Hi Dave,
UHF/UVF radios, satellite phones and satellite internet all require
expensive permits to be used in Tibet.
If you are only trekking you can purchase the cheaper recreational
style two-way radios in the larger Chinese cities for a very
reasonable price. If you are climbing you will need the more
powerful radios that are used by the various police and military
personnel.
Your trekking agency in Nepal, if using one can assist with all the permits.

Hi,
I am part of a group that is going to go to Tibet for some trekking.
We'd like to have 2-way radios to use.
We contacted the Chinese and requested a permit to import these for
use on our trek. Our request was refused within 48 hours.
How did you guys get radios to use in Tibet?
