Well, I would prefer to have those symlinks created once for all in the application's bundle.
Otherwise, the code may rapidly become convoluted (does the link already exist and, if yes, does it point to the expected item? how would one handle the fact that the user moves the application bundle while the application is running? etc). And more generally, having the links created on the fly raises security concerns, since the application's running code would depend on extraneous items.
