I think it's normal, but it depends on the system you are running.

I had a "Write_Appls_Report" AppleScript application in Snow Leopard and Leopard that had the strange behavior that it took abut a minute to complete on first launch, but on subsequent launches would complete in a few seconds. Never could determine why that happened.

I recently (got a new Mac mini last week) upgraded to Lion (10.7.5) and found that the same script now runs in 4 sec. Every time!

I have also noticed that many other scripts now run very quickly in Lion.
