I think that Emmanuel is giving the explanation from Satimage's point of
view: they developed and maintain Smile primarily for their own internal
purposes, but make it available to anyone who wants it. As such, it is not
worth it to them to expend effort or resources that can be used elsewhere in
their company to publicize it, Google-facilitate it, etc. It's true that
their documentation probably goes beyond what might be needed internally,
for which external users remain grateful.
