I don’t know, but allow me to improve your question.
The hard part is to get your computer to do *something* when a specific static IP address is detected on its local area network. (What you said, “network” is too general.) Anyhow, after you get the hard part, then there will probably be a way to wrap it or port it into an AppleScript, and that will be the easy part.
Now, regarding the hard part, I don’t think that Mac OS X notices when another device joins its local area network. That’s what routers do. I think you would need to find or write a program or script to do this. Probably it would need to pipe up every X seconds and poll the network or something. Someone will correct me if I’m wrong.
Anyhow, now that you have a better idea what you’re looking for now, you can do some searching. If you need help programming, a better list would be email@hidden.
