I get ‘missing value’ using that id, however is I strip out the % from the id it sets (but of course doesn’t point to anything real.)
I also get similar results with evernote

I have tried all the encodings I know,

"message:<" & message id & “>"
message://< … >
message:< … >
message://< … >
