Actually, there is a "delay 1" just before the offending line.

I will look into this, but I'm doubtful that this is the problem. Those three little dots ". . ." in my script is where I removed a bunch of code to avoid confusion, so I think System Events is already launched.
Some added notes …
I can avoid the error by manually opening "sheet 1" of "sheet 1" of "window 1", then canceling everything. This seems to indicate that it's a problem with Mail.
I just tried to reproduce the problem by restarting Mt Lion, but the script worked correctly.
In order to reproduce the error I had to restart into Lion, then restart into Mt Lion.
This seems to indicate that the problem is caused by an evil troll hiding behind a rock.
I hate problems like this. @#$!
