In Leopard and later, including Mt Lion, these preferences are NOT saved by Mail. (I think I bug reported this long, long ago.)
This required me to write the file: Users/<username>/Library/Mail/V2/MailData/Accounts.plist and I have a handler to do that which has been working correctly for many years.
I have just tested this handler in Mt Lion and it worked perfectly, but the application was compiled in Mt Lion. (I have not yet tested a copy of my application downloaded from the internet. Later.)
Will this handler continue to work correctly in Mt Lion? Or will I encounter problems from Sandboxing or Gatekeeper?
I see no reason why it would no longer work.
The folder dedicated to Mail sandboxing contains a true subfolder for the preferences file but it contains a link (16 bytes) to the subfolder Users/<username>/Library/Mail
