The script I had so many questions about last week contains ...

tell application "System Events"
tell process "Mail"
set frontmost to true
-------------------------
keystroke "p" using {command down} -- opens Print dialog

I forget why I didn't use 'activate', but I think, perhaps, I did use 'activate', but had a problem with it.
And I've forgotten what that problem may have been. You might want to experiment.
