That folder is not something you should be writing to yourself, unless you want to corrupt it.
That folder is part of OS X’s Resume architecture. It’s what makes an application restart showing the same window as it had open when it was quit (assuming you haven’t changed that behaviour in System Preferences or by writing to the defaults property preference file in Terminal).
If you have nothing in that folder its likely the preference is turned off in System Prefs > General (it was set ‘on’ by default in Lion 10.7, but ‘off’ by default in Mountain Lion 10.8).
