Strictly speaking, yes: they are very different things.
The envelope sender and recipient are the two guys really involved in the mail transaction, as source and destination respectively.
The From: and To: headers belong to the message itself, the meaning it is supposed to convey.
For example, let's suppose you asked me to redirect Doug's reply, because you've erroneously deleted it; one would then have something like this:
sender: me
recipient: you
From: Doug
To: applescript-users
Moreover, if you don't fill the From: and To: fields, you may be at the mercy of the actions that the involved software(s) may undertake (or not).
