inconsistent behavior

Hello

I'm puzzled.

I'm running the operationg System in French;
Here the Script Editor is named "Éditeur AppleScript" so when I want to speak to it in a script, I use :
activate application "Éditeur AppleScript"
and I may use
activate application "AppleScript Editor"

Here, Disk Utility is named "Utilitaire de disque"
but
activate application "Utilitaire de disque" ask me to search for the application.
I must use
activate application "Disk Utility"

Is that a normal behavior ?

From my point of view it's an inconsistent behavior.
