I don't know when it changed, but if I simply use "run" in my scripts I get the behavior I formerly expected with "launch"

For example:

tell application "Safari" to run
or
tell application "Mail" to run

No window and doesn't come to front.

How does "activate" work instead of "run"?

tell application "Safari" to activate

When rue from Script Editor, activate opens a window behind Script Editor. Run from Scripts menu, activate opens a window behind whatever application is frontmost but in front of other running apps.

Filemaker Pro comes to the front if I have it open a document and activate.
