That's correct behavior.

"On HFS and HFS+ file systems, each file and folder has a unique, persistent identity. Aliases use this identity along with pathname information to find files and folders on the same volume."

The exact mechanism has changed over time, and probably since that was written (10.6), but the point is that using the path is the fall-back position if the other mechanism fails. In your case the folder is found by its unique identity, so the path is irrelevant.
