I don't see it with ASE, but I do with Script Debugger and ASObjC Explorer. Whether that's some Apple deal or because ASE is sandboxed, I don't know.

Mavericks is no place to go tossing out plist files.

You should stop calling scripting addition commands like current date within tell blocks. Every time you do that, you're generating a privilege violation. And if the calling app and the app for the tell block have different privileges, it can cause more problems.
Other than that, I'm afraid I haven't a clue.
