Since not even path to application "Contacts" works if Contacts is not running, but it DOES work if Contacts IS running, there appears to be something wrong with how the scripting system finds targets?

No, I think this is the regular behaviour. The script will *compile* if ScriptEditor knows where the file is, else it will ask.
path to application "XXX" will *start* that application. At least on my MB with OS X 10.6.8.

After I quit Contacts and run path to application "Contacts" again, it will again issue Error -10661!

This is not the way it should be.
I don't know the application, but it seems that something is wrong there, can you re-install it, erase its preferences etc.?
