I actually solved the problem by putting the app in the “scripts” folder (and leaving the script that it was calling elsewhere).  My confusion arises from the fact that on this machine I had skipped “mountain lion” and didn’t realize that I had to sandbox unsigned apps.  I just wonder, if Apple’s objective was to improve security or protect developers, the measure really doesn’t do much.

I'm seeing the same problem. In the Golden Master, or maybe it was one of the later Developer Preview versions, dropping an applet into the Accessibility list worked. Something seems to have gone wrong on the way to the release version of Mavericks. I'll do some experimenting over the next day or two.

A work around is to run the applet by double-clicking it. Even though an error alert will be presented saying something about lack of access, the applet will be added to the Accessibility list and a separate modal alert will offer to open System Preferences for you. Unlock the Privacy preference and select your applet in the list. Then run the script again and it should work.
