I was just thinking about this. I may break up handlers into individual text files in the Finder and use some naming system, so it's obvious where they're from.
I already do this with handler-calls in Typinator, so I could expand that to include a set that has the full handler.
I have Yojimbo and DEVONThink Office Pro too, so creating an actual database is doable.
I don't think any of the code-snippet managers I have are scriptable enough to bother with, but I'll have to double check.

Yes.
I'm thinking about using text-snippets in the Finder for pure portability, but we'll have to see what time and attention bring to the project.
