It might be time to consider the possibility that it won't be fixed, for better or worse. Who knows -- there might be good reason. I suspect script libraries provide a suitable alternative for most cases.

Meanwhile 10.9.2 includes AppleScript 2.3.1, as opposed to 2.3. Hopefully release notes will be forthcoming, but the bug that resulted in "as boolean" failing to compile in a script containing a "use scripting additions" statement is fixed. Which means there's finally a potential role for the "use AppleScript version..." statement.
