These requirements have a very bad smell to them. What are you trying to accomplish?

It is neither unreasonable nor particularly uncommon for a "Mac user" to move their home folder elsewhere. For just one example, after installing a smallish SSD to use as your boot volume, you might need to move some or all user home folders to a larger rotating disk where you have more room. For another example, many users have their home folders on a network volume.

If you need to do something that requires admin privileges, just do it. If the user doesn't have admin privileges, the operation will fail.
