If I try most anywhere else in my home directory, I can find files without issue. Is there something special about ~/Library/Preferences that blocks Automator? What version of the system are you running? I'm on Mountain Lion and don't have a "Find Files and Folders" action. I have "Find Finder Items" instead which does what you ask with the Library/Preferences folder - No problems.
