Respond to DVD/CD insertion

I have a task that involves inserting a CD, copying finding specific files
and uploading them to a local drive. A non-mac user will doing this with
100s of CDs, and I'd like a very reliable way for this to work. He inserts a
CD, and when that's ejected, he removes it and inserts the next, with no
more interaction.

Can folder actions be set up to run on inserting a CD/DVD? I haven't used
Folder Actions since early on, when I found them kind of buggy.

Are they reliable?
There is a system preference pane, but it doesn't have the option I need, a
non-audio, non-picture, non-video, not blank cd/dvd.

Any suggestions?
