And if the emphasis was on appearance, you'd think they'd have done
something by now to cure the unsightly colour smudge-through in menus
and window bars! ;)

I can confirm the same thing on my own machine when I change the
preferred language to French (without a restart). It takes two attempts
with "Ouvrir un dictionnaire…" to open a dictionary and the resulting
window has no toolbar. Double-clicking an application in the
"Bibliothèque" ("Library") window opens the application but not the
dictionary. Double-clicking again opens the dictionary window — sans
toolbar. I've only found this behaviour with French so far. With German,
Czech, and Polish, the behaviour seems to be the same as in English.
