It’s now called “Script Editor” in the UTILITIES folder.

The icon in my dock turned into a “?” and opening a script from RECENT ITEMS told me that “Mail does not have permission to open” the script.

Run S.E. manually, open the script and save it again, restores (seemingly) normal operation.
