I don't know if that's possible. You can get the Shortcut panel in the user's face, but they're going to have to do the rest themselves, I think.

tell application "System Preferences"
activate
set the current pane to pane id "com.apple.preference.keyboard"
reveal anchor "shortcutsTab" of current pane
end tell
