Hmm. Well, for now I'm using the workaround:

date ((date string of (current date)) & " 10:15")

Hey Michael,

No problem with that syntax on 10.10.5 here.

date "Friday, August 14, 2015 at 10:15:00 CDT"

Although I have 24-Hour time turned on with a custom U.S. localization.
