If you would like to see the system include libraries please file radars with specific requests: https://developer.apple.com/bug-reporting/

If you want to know the answer to the question “why doesn't AppleScript/OSA have this thing I want?” the answer is: because we prioritize using our engineering resources on the things that users have expressed the most interest in. And the best way to ensure Apple is aware of your interest is by filing an enhancement-request-slash-bug-report.
