I don’t think I’ve filed bug reports on that, but I’m not about to start. I’ve been filing bug reports on OS X for several years now, and aside from an ephemeral feeling of satisfaction when I hit the ‘Send’ button that I’ve actually done *something*, it’s a largely been a waste of time. Either I get no reply, or I get a “working as intended” reply to something that clearly isn’t working the way it’s intended. 

Besides, I happen to agree with has that asking for basic features that should have been included a long long time ago shouldn’t really be down to a popularity contest (i.e., Apple receiving enough BRs — how many is enough? If they give me a number, I’ll see if I can write a script to auto-generate them, though that’ll probably have to be in Python...). It should be understood by the team involved that a basic library is needed to move the language forward, making it more useful and more popular among the customer base.
