That's a good question. I'm not sure where it's actually described, but I think you'll find most languages treat "a" and "A" as different characters by default -- AppleScript is probably the odd one out. So you can assume any Cocoa text method is case-sensitive. On the other hand, a lot of file-related ones are not, matching the way most people run the file system.
