Just reviving an old thread, in case anyone has something
to add...
I can add that the Universe has suddenly begun demonstrating an
almost unprecedented and entirely unnatural liking towards me, which
I am currently eyeing with all due suspicion as you'd expect. I
expect it won't last indefinitely (it's probably just temporary
amnesia), but while it does I shall certainly make the most of it.
Anyway, I've been poking at these changes since yesterday (they
weren't well advertised, but I stumbled over them in the raw API
changelogs), and while I've not yet checked to see if the
OSACopyScriptingDefinitionFromURL() bug is fixed (18944184), the
other two patches look to have been applied with some tidying and
changes, and I can so far confirm that
-sendEventWithOptions:timeout:error: method is mostly working albeit
buggy [1].
I've yet to thump on the other methods but assuming they're just
neatened versions of my patch code then [touch-wood] I don't foresee
any problems. No sign of ticket status or developer documentation
being updated yet, but I assume that'll happen before 10.11 ships.
Anyway, my thanks to whoever actioned these tickets, derp on me for
not filing them earlier, thhhhbt to SS for spoiling the surprise,
and I shall keep on poking with a stick to see what else falls out.

[1] Someone goofed up the support for kAEDefaultTimeout, kNoTimeOut
constants, which wasn't a total surprise. I'll radar it next week,
along with anything else I might find, once I've finished shaking
everything down.
