I haven't a clue why Apple would remove it, but they did, along with URL access
scripting and others. Maybe for for preconceived security reason. Maybe the
same reason they've added System Integrity Protection to El Cap.
As for using the terminal command security, it's obtuse and not as convenient
as using the scripting apps, at least for my one and only script app that
collects URLs, usernames, and passwords into a tab-delimited text file.
