Even when considering only the practical side of those matters, this may be seen as quite inaccurate: one just has to look at the contents of directory /System/Library/LaunchAgents…

Perhaps a problem with your OS version (just noticed you are on 10.6.8)?
Anyway, to be sure, could you precisely describe the steps you undertake to create you launch agents?
