Actually changing Safari to TextEdit, Script Editor, Pages I get the same error
BBEdit works fine.

At 1st attempt, after a copy/paste, the script refused to compile because there is a curly quote in front of Safari

After correcting that I got :
tell application "Safari"
activate
make new window at beginning

Résultat :

error "Erreur dans Safari : Le gestionnaire AppleEvent a échoué." number -10000

I guess that it's what you got.
