In which case you shouldn't be nesting calls to other applications.

Removing the ’Tell application “Finder” from my posted script seems to work

Given that the last thing you should be passing to TextEdit is a Finder reference, that's no surprise.

but when embedded into the project,  fails with a ‘You don’t have permissions’ error.

What is the *exact* error message?
