There's nothing particular about it; it's just a standard .scptd script library, with extra files added to the bundle for localisation.

In fact, the comments tell you how it was written, including the .sdef:

(* This library written using the ASObjC Explorer application <http://www.macosxautomation.com/applescript/apps> *)

Which is how I heard about it.

It's just using do shell script to drive the command-line tool /usr/local/bin/cfgutil.
