Opening the Script Editor while holding down the shift key did it.  It opened, (without the accompanying scripts that were opening when it would freeze) and I could open other scripts - including the ones that were opening when I was having a problem.  Thanks to all who responded to this problem I was having.

That’s probably overkill. Try launching (Apple)Script Editor.app while holding down the Shift key to ignore previous savedStates but keep your preference settings.
