All I remember is that activate was either not doing anything, or it took a bunch of idle time in the target app before it would work. But setting the frontmost worked as it should.

When running activate application under 10.10, there was a delay before getting the application at front.
As there was no way to know the required duration for this delay we had to use one which was often too long.
Dropping activate and explicitly put the application process at front did not required this delay.
It's why I used this scheme and described it several times.
With 10.11 it seems that the delay is no longer required but in my own scripts I choose to keep the set frontmost syntax in case the odditry strike one more time, and because many times I don't know which system is used by the asker.
