Here is another solution, if you also need to support older OSes. I have used this at least since 10.6. (probably 10.5) and up to 10.11.
Download and put this somewhere.

Call it and it will return a string of the keys down. Example:
set modKeys to do shell script (quoted form of "/Library/Application Support/ScriptLibs/getkeys")
—> "shift control option command capslock fn”
It ignores other keys
Have used it for years, but could not find the source file atm, but if I dig a bit deeper I probably would – you may prefer to compile it yourself.
