No. Clearly, supporting use statements is by definition a change of behavior, and it's pretty obvious what's happening: as soon as some imported terminology is found, the event is sent to the owner of that terminology. It's behaving pretty much as if it were in a tell block. I can't see implementing it that way should come as some shocking surprise to anyone -- how did you expect it to work? It's not as if it's going to break any existing scripts.
Let me put it this way: Where do you see the harm? Why do you want it changed?
