strange behavior setting window index to 1 in Safari

tell application "Safari"
	set the index of window 2 to 1
end tell

brings the second window to the front but leaves focus in the previously front window. If I run that script then switch to Safari the previously front window jumps to the front. If I don’t switch I can still see that the previously front window’s title bar shows that it has the focus, even though it is not window 1. What am I missing? What else do I have to do to bring a window to the front and give it focus?
