What is broken about 'activate application "AppName"'? It has always worked for me, and it still does.

When run from applets, it was inconsistent in early versions of Yosemite. Most of the issues were fixed in 10.10.3. One problem remained in all versions of Yosemite: “tell me to activate” within an applet would fail. That was fixed in 10.11.

Again, this was in applets only, so typically only those who distribute scripts as applets ran across the issue.
