Where to Place [use framework "Foundation"] for ASObjC Handlers?

Thanks to Shane and others, use of ASObjC is becoming widespread.

My questions are:  If I have a handler that requires use framework "Foundation" , where are the allowable places to put it, and where is the best place to put it?
  1. In the main, calling script
  2. In the script library file that contains the handler
  3. Inside of the handler itself
  4. Other?
Thanks for your help in clarifying this.
If it is in any of the official Apple documentation, I have missed it.  Would love to have a reference I could use and cite.
