It's not so obscure. That's where you find a bunch of AppleScriptable utilities: the Finder, System Events, AppleScript Utility (which is scriptable still, although it no longer has a user interface), Image Events and Database Events. Folder Actions Setup fits right in there.

One way to make using them convenient is to put all of them into the Script Editor's dictionary, if they aren't already there.
