By "the *true* temp folder", do you mean "/tmp" ?
I find this works:
POSIX file
"/tmp"
-->Macintosh HD:private:tmp:
I can't find the reference for this, but according to my notes:
- which links to /private/tmp
- is the standard Unix place to put files that you don't care about past the current run of the program.
- Files/Folders in /tmp older than a week are automatically deleted (and at every restart).
Here is an interesting blog about temp files, but it may be several years old. So I'm not sure if it still applies under El Capitan and Sierra.

I had to guess, I'd say neither, and that it's a deliberate change. As I understand it, the *true* temp folder is emptied automatically every few days, but there is no such guarantee with folder in /Caches.
