Depending on the input and what's required, I suspect you're being a bit (wildly?) optimistic there. There are issues like entity encoding and even potentially CDATA tagging to be dealt with, for starters. XML is best produced with XML tools.
Probably the first question is how basic/complex the job is. If it's just simple placemarks, it's not too hard to script.
