An update. Perhaps the new bug has something to do with an app’s internal permissions to a directory.
As Yvan and others have found, Mail can still save attachments to the Downloads folder, where Mail has permission to automatically save files anyway.
In Excel under 10.12.2/3, I’m seeing similar permission errors when saving. Saving to the Downloads folder doesn’t work. Saving to Application Support doesn’t work. But I can save a workbook to Excel’s Templates folder, and then move the file to another location.
Really funny when we know that Pages store its templates in : "/Users/myHome/Library/Containers/com.apple.iWork.Pages/Data/Library/Application Support/User Templates/" Numbers store them in "/Users/myHome/Library/Containers/com.apple.iWork.Numbers/Data/Library/Application Support/User Templates/" Keynote does the same in :"/Users/myHome/Library/Containers/com.apple.iWork.Keynote/Data/Library/Application Support/User Templates/"
The first two are in fact parts of packages which make their access difficult fore many users.
