Hey, if they don't they don't. Surprising though as it's exactly what
ICUs transforms are designed to do. Spend some time on the dread googles
to research the terms 'ICU ligature normalize' further. e.g. A 5-second
search gave me this as a 2nd or 3rd hit:

Then all said, our† first responses should really have been to ask the
OP *exactly* WHY he needs to remove all ligatures in the first place?
Without more context on what his actual objective is, for all we know
he's asking the completely wrong question (e.g. needlessly
difficult/completely unnecessary/physically impossible to solve by all
laws of space and time), and if he just gives us a quick overview of
what he's actually working on, we can come up with a far more correct,
appropriate, simple solution.
