Fascinating. When 10.12 came out, I logged a bug report suggesting that the
version number was being used in "use" statements as a proxy for the OS version
as a way of limiting what version a script required, and that it in the absence
of any other mechanism to do this, should be incremented in step. Just after
the first 10.13 beta was released, the bug was finally closed with: "There are
no plans to address this."
That, and the fact that I was told elsewhere that the version number would only
be bumped if changes introduced potential backwards compatibility issues,
certainly suggests something has changed.
But at this stage I wouldn't rule out a simple mistake.
